常志強，博士，研究員，碩士研究生導師，國家蝦蟹產業技術體系工廠化養殖崗位科學家。
主要從事海水健康養殖模式和關鍵技術研究工作。作為骨干研發的“海水池塘多營養層次生態健康養殖技術”、“對蝦工廠化循環水高效生態養殖技術”分別于2016、2019年被農業農村部遴選為農業主推技術，“‘參-蝦（蟹）-藻’多營養層次生態養殖技術” 于2022年入選山東省農業主推技術，多項技術在我國北方沿海地區進行產業化應用和推廣，取得顯著經濟、社會和生態效益。
先后主持國家自然科學基金面上項目和青年科學基金項目、國家重點研發計劃“藍色糧倉科技創新”重點專項子課題、中國水產科學研究院基本科研業務費項目等10余項。發表研究論文90余篇，主編專著1部，副主編專著1部，參編4部。獲山東省科技進步一等獎1項（第6）、中國水產學會范蠡科學技術獎科技進步一等獎1項（第18）、中國水產科學研究院科學技術獎二等獎1項（第3）。
