趙憲勇，男，1965年5月生人，于2006年6月獲中國海洋大學海洋生物學專業博士學位，現任中國水產科學研究院黃海水產研究所黨委書記、副所長，研究員，碩士生導師。長期從事漁業聲學、漁業資源評估技術、遠洋與極地漁業資源開發利用研究，并作為中國政府委派首席科學代表長期參與國際漁業管理，為相關管理規則制定提供了有力科技支撐。主持或參與過國家973計劃項目課題、國家自然科學基金項目、國家科技攻關（支撐）課題、國家海洋勘測專項課題和國家重點研發計劃項目、山東省重大科技創新工程項目等。發表論文70余篇，參編專著5部，近五年提交國際漁業管理組織工作文件30余份。獲國家科技進步一等獎一次（1992年，列15）、二等獎一次（2006年，列9）、三等獎一次（1997年，列7）。獲“國家海洋勘測專項先進個人”、“全國農業科研杰出人才”、“青島市新僑創新創業杰出成就人士”等榮譽稱號；現任南極海洋生物資源養護科學委員會中國首席代表，中國水產科學研究院漁業資源保護與利用領域首席科學家，中國水產科學研究院學術委員會委員，中國醫藥衛生文化協會營養與特殊食品專業委員會磷蝦油學組首席專家，上海海洋大學、浙江海洋大學博士生導師。
